Always. Every job, big or small, gets a written quote before anyone touches a wire. If we arrive later than promised, the dispatch fee comes off the bill.
Usually, once we check the panel. A 1938-era service often lacks spare capacity for a Level 2 charger's dedicated circuit. If the panel is maxed out, we upgrade it first and quote both jobs in writing.
Look outside first. A dark street means a PPL outage, theirs to repair. A dark house on a lit street usually means trouble on your side of the meter, ours to fix at any hour.
