Not by itself, but the connections need attention. Aluminum expands and contracts more than copper, so joints at outlets and the panel can loosen and run hot over time. We correct those with rated connectors, or move the circuit to copper, and either way you get a written price first.
Plan on replacing it. Zinsco panels, like Federal Pacific panels, have a documented history of breakers that don't trip during an overload. We swap it for a modern 200-amp panel and handle the permit and PPL coordination as one project.
